Hello Mr. Mayor, current members of the Board of Trustees and candidates for the upcoming Village of . Nelsonville elections,
I am writing on behalf of the Philipstown Cell Solutions working group. We formed PCS as a way to share information and solutions about the complex issue of cellular infrastructure expansion in our wider Philipstown community. We are not opponents of cellular infrastructure: we are committed to helping find good solutions within the law that preserve the character of our community while accommodating cellular industry expansion and service.
There is a lot of citizen confusion and differences of opinion about the issue of cellular infrastructure development in Nelsonville, and since this is an issue of importance to Nelsonville voters in this election we would like to invite each of you to publicly share your knowledge and opinions on this topic by providing answers to the attached questionnaire.
I will copy any answers received by 5PM next Wednesday March 13 into a single PDF and will post the document in full on the PCS Facebook page (of which I am a member--and I hope all of you will join if you haven't already). I will not edit any answers, and there is no word limit (however, brevity is appreciated where possible). I have written these questions myself with input from other PCS members and will be posting the full questions and all answers received by March 13. You may type answers into the pasted questions below, or type them into the .DOCX or .PDF files attached here and email it back to me. Whatever is easiest!
Please note that any posting to Facebook is by nature public, regardless of group privacy settings, and all members of the PCS Facebook group will be able to download and read the document and share it with whomever they please. The document will be a public document, and it is a chance for you to really explain your viewpoint--without time or word limits--to voters who are looking to you for leadership on this issue.
(Just for clarity: I am a resident of Cold Spring and not a Nelsonville voter. I have talked about these issues with Mayor O'Neill several times and I have worked as part of PCS with Trustee candidate Dove Pedlosky but I don't believe I've ever met the other officials and candidates copied here. Dove is a member of the PCS working group, but she did not compose these questions.)

2019 Nelsonville Mayoral and Trustee Candidate Questions
1. How do you view your role as Nelsonville Mayor or Trustee in the development of cellular
infrastructure locally?
2. Conceding that the cellular industry’s push to 5G requires radically more numbers of cell
towers or other such facilities erected much closer together and that this will only
increase pressure to place these facilities in our village, please describe your vision for
the next decade of cellular infrastructure development in Nelsonville?
3. How does your vision involve our neighboring municipalities of Cold Spring and wider
Philipstown?
4. The current lawsuit brought by the tower and cellular conglomerates seeking to quash the
legal authority and careful decision making of our Nelsonville volunteer boards in
overseeing development in our own community is highly concerning. We understand that
currently Homeland Towers et al and their legal team(s) have asked the mayor to
unilaterally negotiate a settlement in the Rockledge Road tower case without including
the Board of Trustees or expert outside council. Mayoral candidates: Please explain how
you have responded or would respond to such a request and why? Trustee candidates:
please explain what you feel your role is or should be in this settlement negotiation?
5. Is settling Homeland’s Rockledge Rd tower lawsuit desirable? Why or why not?
6. We know that Nelsonville faces many challenges beyond the thoughtful and careful
accommodation of cellular industry development. Please describe the top 3 priorities of
your candidacy in 3-4 sentences.
